Anh Chi Em - "Brothers and Sisters" is a microfinance program for the benefit of poor families; most of them are ethnic minorities, living in the mountainous region in Northwest Vietnam. This program was launched in 2007 in the province of Điện Biên, one of the poorest provinces of Vietnam, and is implemented by a French NGO - Entrepreneurs du Monde (EdM).///Anh Chi Em - "Frères et Sœurs" est un programme de microfinance dans l'intérêt des familles pauvres, issues la plupart des minorités ethniques, dans la région montagneuse du Nord-Ouest du Vietnam. Ce programme a été lancé depuis 2007 dans la province de Diên Biên, l'une des provinces les plus pauvres du Vietnam, et est mis en œuvre pas l'association Entrepreneurs du Monde (EdM).///Anh Chị Em (ACE) là chương trình tín dụng vi mô dành cho các hộ gia đình nghèo, chủ yếu là dân tộc thiểu số ở vùng miền núi phía bắc Việt Nam. ACE được triển khai từ năm 2007 tại tỉnh Điện Biên, 1 trong những tỉnh nghèo nhất Việt Nam, và được thực hiện bởi tổ chức phi chính phủ Pháp Entrepreneurs du Monde (EdM).

In order to promote the autonomy of this population, EdM provides financial (credit and savings) and non-financial services (training, support, advice).///Pour favoriser l'autonomie de cette population, EdM lui fournit des services financiers (crédit et épargne) et non financiers (formation, accompagnement, conseil).///Để giúp người dân nghèo tự chủ trong cuộc sống, EdM cung cấp cho họ các dịch vụ tài chính (tín dụng và tiết kiệm) và phi tài chính (đào tạo, hỗ trợ và tư vấn).

ACE microfinance program develops steadily; this is reflected in its operational self-sufficiency (revenues covers expenditures), which reached 102% and 109% respectively in 2015 and April 2016. These results are a good sign and a strong motivation for the development of the program.///Le programme ACE se développe durablement. Cela se manifeste par l’autosuffisance opérationnelle (les recettes couvrent les dépenses) qui a respectivement atteint 102% et 109% en 2015 et en avril 2016. Ces résultats sont un bon signe et une force motivation pour le développement du programme.///Chương trình tài chính vi mô ACE phát triển ổn định. Điều này thấy được qua năng lực hoạt động tự chủ của tổ chức (operational self-sufficiency) đạt 102% vào năm 2015 và 109% vào T4/2016. Đây là một dấu hiệu đáng mừng và là động lực thúc đẩy sự phát triển của chương trình.

As a result, the ACE team has begun a study on the feasibility of expanding into a new province. It will choose this province according to the poverty level of Điên Biên province, based on new criteria of poverty, for the period 2016-2020.///Par conséquent, l'équipe d'ACE a entamé une étude sur la possibilité de développer ses activités dans une nouvelle province. Il choisira cette province en fonction du niveau de pauvreté de Diên Biên, basé sur nouveaux critères de pauvreté, période 2016-2020.///Kết quả là năm 2017, đội ngũ ACE đã triển khai nghiên cứu và dự kiến sẽ mở rộng dự án tại 1 tỉnh miền núi lân cận, tỉnh cũng nằm trong danh sách các tỉnh nghèo nhất cả nước theo chuẩn nghèo 2016-2020.

Appreciating the effectiveness and sustainability provided by ACE, the FranceVietNam Initiative has committed to providing € 10,000 per year in grants for 3 years to help EdM and the ACE team expand their project to assist vulnerable ethnic groups achieve the goal of socio-economic development.///Appréciant l'efficacité et la durabilité apportées par ACE, l'Initiative France-Vietnam s'engage à octroyer 10 000 € en subvention par an, pour la période 2017-2020, afin d'aider l'EdM et l'équipe d'ACE à étendre le projet et les groupes ethniques vulnérables à contribuer au développement socio-économique.///Đánh giá cao tính hiệu quả và bền vững mà ACE mang lại, The FranceVietNam Initiative cam kết cấp 10,000 euro/năm viện trợ không hoàn lại, giai đoạn 2017-2020, nhằm giúp EdM và đội ngũ ACE phát triển nghiên cứu, giúp đỡ nhóm dân tộc thiểu số dễ bị tổn thương vượt khó, phát triển kinh tế xã hội.

About the association, Entrepreneurs du Monde is a French association created in 1998. EdM works in 12 developing countries and in three main areas such as social microfinance, social entrepreneurship and creation of very small business (VSB). So far the organization has been operating for 10 years in Vietnam.///A propos de l'association, Entrepreneurs du Monde est une association française créée en 1998. EdM œuvre dans 12 pays en développement et dans trois principaux axes tels que microfinance sociale, entrepreneuriat social et création de très petites entreprises (TPE).
